The Pacific Islands Development Bank (PIDB), in partnership with the Association of Development Financing Institutions in Asia and the Pacific (ADFIAP), successfully hosted a Credit Risk Management Training from September 15 to 18, 2025, at the PIDB Training Room in Hagåtña, Guam.

The training was facilitated by the ADFIAP Consulting Group, headed by Ms. Cora Conde, Group Head, with a distinguished team of experts including Ms. Cecilia Ibarra, Ms. Arlene Orencia, Ms. Carmen Cintura, Ms. Cristina Aquino, and Audit Consultant Mr. Victor Abainza. Together, the ADFIAP consultants delivered an intensive curriculum covering:

  • Credit Risk Fundamentals – frameworks for identifying, measuring, and managing risks associated with lending.
  • Loan Portfolio Analysis – techniques for monitoring credit exposure and maintaining asset quality.
  • Risk-Based Lending Practices – approaches for structuring loans aligned with borrower risk profiles.
  • Compliance and Governance – strengthening internal controls and meeting regulatory requirements.
  • Case Studies and Group Work – real-life scenarios that encouraged participant collaboration and practical application.

Participants represented key financial institutions in the region, including:

  • FSM Development Bank (FSMDB)
  • Marshall Islands Development Bank (MIDB)
  • National Development Bank of Palau (NDBP)
  • Republic of Palau Financial Institutions Commission (ROP FIC)
  • Community AYUW Services Credit Union, Inc. (Yap)
  • Bank of the Marshall Islands (BOMI)
  • Pacific Islands Development Bank (PIDB)

The training highlighted best practices in credit risk assessment, loan portfolio management, regulatory compliance, and early warning systems. It also provided participants with practical tools and case studies to strengthen lending operations and safeguard institutional stability.

PIDB President & CEO, Ms. Lindsay M. Timarong, facilitated the practicum session, emphasizing the importance of aligning institutional practices with global standards while tailoring them to the unique needs of Pacific Island economies.

The program was honored by the attendance of Honorable Lester D. Mersai, Speaker of the 18th Chuuk State Legislature and Chairman of the PIDB Board of Governors, who delivered brief remarks on the significance of the training. He also presented the certificates of completion to each participant at the closing ceremony.

The event brought together professionals from across the Micronesian region, fostering collaboration, knowledge-sharing, and stronger regional financial networks.
